Did you notice that Quayle was reading the spelling exercise words from manila file cards held in his right hand? Those words were written out by the class's teacher. There were two dummies in the classroom that day, but the press reserved their sarcasm for only Quayle.
This is why Johnny can't read: his teacher is a functional illiterate.
